NAICS: 562211. THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS SYNOPSIS IS NOT A REQUEST FOR PROPOSAL. A sources sought is a market research tool being used to determine availability and adequacy of potential business sources prior to determining the method of acquisition. The intent of this sources sought synopsis is to identify qualified woman-owned small business, service disabled veteran owned small business and small business concerns for an Firm-Fixed Price, Indefinite Delivery Indefinite Quantity (IDIQ) Contract for the removal, transportation and disposal of RCRA Hazardous, State-Regulated, Non-Hazardous Waste, PCBs and Compressed Gas Cylinders from Puget Sound Naval Shipyard (PSNS) under the DLA Disposition Services Joint Base Lewis and McChord office which provides support for PSNS. The scope of work includes all management, supervision, labor, engineering services, tools, materials, equipment, supplies, facilities, and transportation necessary to perform the required services including, but not limited to the following: Polychlorinated Biphenyl transformer and capacitor disposal and other PCB contaminated waste; Compressed Gas Cylinders. Upon review of industry response to this Sources Sought Synopsis, the Government will determine whether a set-aside acquisition is in the Government's best interest. The Government intends to solicit and award a Firm-Fixed Priced IDIQ Services Contract. The NAICS Code is 562211. The duration of the contract is anticipated to be for one (1) eighteen (18) month base period from the date of an initial contract award and will include two (2) eighteen month options. A response to this sources sought synopsis will not be considered an adequate response to any forthcoming solicitation announcement. A response to this sources sought synopsis will not result in your firm's name being added to a plan holder's list to receive a copy of a solicitation. There is no solicitation available at this time. SUBMISSION REQUIREMENTS: It is requested that interested small businesses firms matching the categories referenced above submit a brief capabilities statement package (no more than 5 pages in length, single-spaced, 11-point font minimum) demonstrating ability to perform the requested services. This documentation shall address, as a minimum, the following: (1) Company Profile to include number of employees, office locations(s), DUNS number and or Cage Code and statement identifying small business category and current status of the small business classification. (2) Relevant Experience within the last three years, including any contract number, and Government/ Agency or firm point of contact (POC) and current telephone number for the POC. NAICS: 541712. 1.0 DESCRIPTION: The U.S. Department of Transportation (U.S. DOT), Research and Innovative Technology Administration, John A. Volpe National Transportation Systems Center (Volpe Center), Cambridge, MA, issues this Sources Sought to assist the Government in its acquisition strategy. This synopsis does not constitute a Request for Proposal. The Volpe Center is seeking potential offerors that are capable of supporting research in transportation, safety, and logistics related programs with respect to: modeling, safety, security, technology, policy and conservation. 2.0 BACKGROUND: The Volpe Center seeks to conduct research in transportation in the aforementioned areas to verify new technologies, automation and decision support tools and advanced human-machine interfaces in transportation systems. NAICS: 541620. This is a SOURCES SOUGHT NOTICE FOR MARKET RESEARCH PURPOSES ONLY. The U.S. Environmental Protection Agency (EPA) Region 4 office, Atlanta, GA is conducting a sources sought for informational purposes only, to determine the extent of potential sources capable of providing services for this contract. The requirement is not a follow-on but is a new requirement in Region 4. The regional office encompasses the following states: Alabama, Florida, Georgia, Kentucky, Mississippi, North Carolina, South Carolina and Tennessee. THIS NOTICE IS NOT A REQUEST FOR PROPOSALS. No solicitation is available at this time; therefore, DO NOT request a copy of the solicitation. This notice is applicable to North American Industry Classification System (NAICS) code 541620, Environmental Consultant Services, with a Remediation Services, with a small business size standard of $7 Million. A draft Statement of Work (SOW)/Performance Work Statement (PWS) will be posted on the EPA Headquarters website: http://www.epa.gov/oam/solam.htm. Capabilities statements received in response to this notice will be evaluated solely for the purposes of determining the extent of sources capable of fulfilling this requirement. The Government will determine whether adequate competition exist among the potential pool of available contractors. The purpose of this contract is to conduct a pilot demonstration project (Pilot Project) to design, implement, monitor, and quantify the effectiveness of available best management practices (BMP) and alternative mine design techniques aimed at reducing total dissolved solids (TDS) and/or specific conductivity (SC) in Central Appalachian circumneutral coal mine drainage. The Pilot Project BMPs shall be implemented on an active surface coal mine in Region 4, specifically, those portions of Kentucky which are located within EPA ecoregions 68-70 (Study Region). The water quality results from the Pilot Project shall be compared to the water quality draining from a reclaimed surface coal mine and a relatively undisturbed control watershed within the Study Region. The outputs of this study shall include: *Annotated literature reviews of the regional geology TDS/SC production potential and available BMPs to reduce TDS/SC; *Study Site and BMP Selection and Design Plan; *BMP implementation and effectiveness monitoring and quantification of pollutant reductions achieved, specifically TDS/SC and trace metals, including selenium; *A final report summarizing the research results; and *A field methods manual. Responses to the following questions will be used to determine a firm's capabilities to provide the above mentioned services: I. Technical Approach and Specialized Experience: a) Describe your firms ability to implement the tasks immediately upon contract award; b) Describe the location of the potential study site from the firm's office. State whether the Reclamation Site has received or the stage of receiving Phase I or Phase II Surface Mining Control and Reclamation Act bond release. c) Describe firm's innovative Best Management Practices and mine design techniques. Describe the firm's understanding of the physical, chemical and biological mechanisms which produce elevated total dissolved solids/specific conductivity in coal mine drainage; d) Describe the Experimental design, data collection, and statistical analysis methods which will be used to support the general hypothesis(es) being tested; e) Describe the how the field data collection and analysis addresses monitoring requirements; f) Describes how data will be collected and analyzed in accordance with State and EPA quality assurance (QA) policy requirements for the collection or use of environmental data; g) Demonstrated experience conducting research on the effectiveness of mine design techniques, BMPs, treatment technologies and/or source identification techniques related to minimizing impacts to water quality and aquatic resource integrity; and h) Demonstrated experience developing cooperative and independent research relationships with regulatory, academic and industry stakeholders to develop the science needed to effectively minimize the environmental effects of Clean Water Act and Surface Mining Control and Reclamation Act regulated activities. II. Professional Qualifications: a) Provide detailed descriptions of past experience of all personnel who will be working on the contract, including current resumes or curriculum vitae, titles of relevant presentations and peer-reviewed scientific publications, and supporting data from previous projects; b) Demonstrated ability to select the appropriate staff by technical disciplines, manage multiple task orders at a very high level with minimal oversight, respond quickly to requests, minimize costs and streamline schedules by developing innovative management strategies and comply with government financial and contracting reporting; and c) Describe the firm's ability to identify a qualified laboratory where all water quality samples will be analyzed. Interested parties shall provide all of the following information: 1) Business name, address, telephone number and business site and socioeconomic category for NAICS code 541620; 2) Response to the above questions and a concise capabilities list showing that your firm is qualified to perform the above mentioned tasks. The responses and capabilities list shall not exceed five (5) double-sided pages; 3) a list of current and past contracts with similar requirements not to exceed 1 page. The scope of this contract is to implement Comprehensive Environmental Response, Compensation and Liability Act (CERCLA) actions at abandoned mine sites. These response actions address mine waste and contamination that is adversely impacting human health and/or the environment. Abandoned mine sites are not in typical HAZMAT environments. Mine sites are located in remote area often without radio or cell phone coverage and in extremely steep terrain. Project accomplishment is complicated by the limited access to mine sites, which is generally difficult since most sites are remote and at high elevations. Wildfires in mine areas can be very dangerous to crews at these sites since there is only one way out and communications are limited. Snow conditions often hide mine features such as vertical shafts and make the area slippery and dangerous. At many sites, the contractor must enter underground workings to determine flow characteristics of acid mine drainage. Health and safety of the contractor's employees and government oversight is paramount to successful completion of the project. Qualified contractors must have experience with mining processes involving the extraction of metals from ore bodies and understand the relationship of mine waste and contamination. The on-the-ground activities at abandoned mine sites may include all of the following phases: *Abbreviated Preliminary Assessment, *Site Inspection, *Engineering Evaluation and Cost Analysis, *Removal Design, *Time-Critical or Non-Time-Critical Removal Action, and *Post-Removal Operations, Maintenance, and Monitoring. CERCLA activities associated with abandoned mines generally are addressed through the National Oil and Hazardous Substances Pollution Contingency Plan (National Contingency Plan (NCP)), 40 CFR 300. The Brooks Act selection procedures, implemented according to FAR Subpart 36.6, will be used to competitively award approximately ten (10) to fifteen (15) indefinite delivery/indefinite quantity (ID/IQ) contracts. Approximately three (3) to five (5) of these contracts may be awarded as full and open competition. Approximately three (3) of these contracts may be awarded as competitive small business set-aside. Approximately two (2) of these contracts may be awarded as competitive 8(a) set-aside. Approximately one (1) of these contracts may be awarded as competitive SDVOSB set-aside. Approximately one (1) of these contracts may be awarded as competitive HUBZone set-aside. AFCEE reserves the right to adjust total awards based on the quality and quantity of proposals received. Based on historical usage rates, as well as projected needs, this requirement will have an estimated program ceiling of $500M. The total dollar value of all orders placed on all contracts awarded will not exceed the total program ceiling. The dollar amount of orders placed on any one contract cannot be determined in advance. There is a minimum order amount guarantee of $3,000 per contract, which will be issued at contract award. Each Firm must clearly state the choice of competition (full and open, small business set-aside, 8(a) set-aside, SDVOSB set-aside or HUBZone set-aside) in the cover letter with their submittal. A small business, 8(a), SDVOSB, or HUBZone Firm may compete under more than one competition only if clearly stated in the cover letter. All prime Firms shall submit only one qualifications package regardless of choice of competition.
